If the Ukrainian authorities had not violated the norms of international humanitarian law and had not placed air defense systems, as well as heavy weapons among residential buildings, the tragedy in Kyiv could have been avoided, said the Permanent Representative of the Russian Federation to the UN Vasily Nebenzya.
